Conclusion

The present presearch of an opportunity and expediency of realization of the investment project at a stage of the declaration on intentions is the one from possible layout variants of port capacities in the south of Russia with the purpose of satisfaction of their deficiency available now on Black sea and its predicted increase in the near future.
The tendency which has been established in last years of growth of cargo turn-over creates real preconditions for systematic and consecutive escalating of new port capacities on maintenance of export-import transshipment of cargo by sea vessels by means of multi-tonnage fleet.
Presence of a free coastal line, vacant territory, opportunity of construction of deep-water moorings and the sufficient water area providing safety of navigation, an opportunity of construction of railway access, presence of local highways, lack of space in development of city construction and some other factors, create to new commercial sea port clear advantages in comparison with other geographical points.
Sites of gulf coast located between areas (stages) due to their natural surroundings, presence of free territory, extent of a coastal line and an opportunity of the organization of water area, measure up all conditions of port construction and are the most economic for the further development of port near-term outlook up to 2020-2030 years.
The new commercial sea port with a cargo turnover more than 30 mln./year is planned to be placed on three platforms and to divide into three areas (three stages of construction):
First region (first stage of construction) Panagiya cape:
- the specialized container complex - 2 mln. t/yr;
- the specialized grain complex - 5 mln. t/yr;
- the specialized coal complex - 7-10 million.t/yr;
- the complex of oil and oil products - 5 mln. t/yr;
- the complex of liquefied natural gas - 2 mln. t/yr.
Second region (second stage of construction) Tuzla dam:
- complex on the transshipment of metal - 2 mln. t/yr;
- complex on the transshipment of mineral fertilizers - 3 mln. t/yr;
- complex on the transshipment of forest - 3 mln. t/yr.
The third region (third stage of construction) Chushka spit:
- ferry-boat complex with cargo turn-over up to 2 mln. t/yr.
An approximate estimated cost of construction of objects of the 1 stage is 1 269,5 million US dollar, VAT included. The price is given on the 1 st of January, 2006.
Approximate cost of objects according to the the prices of 1 quarters of 2006, including VAT (without the expenses on the construction of external approaches, environment damage compensation) is as following:
- 2 stage (port complex of metal, mineral fertilizers, forest) - 510 mln. dollars USA
- 3 stage (ferry-boat complex) - 110 mln. dollars USA.
The specified expenses are settled with accuracy to the approximate plus/minus 30 % in connection with difficulty of forecasting of development of construction branch for so long period of time as 15-20 years.

Local waste treatment plants are planned for each complex. The drains of oily sewer is planned to remove into the local waste treatment plants with the recovery after cleaning into the run-around system of fire-process water supply. Industrial and domestic effluents are removed along the separate canalization to the port waste treatment plant (with the separate treatment). Port waste treatment plants are planned for each stage (region) of construction.

The annual consumption of electric power on the first stage of construction is given in Table 33

In this passage of a project are calculated the preloads on the electric power supply, power equipment, electrical illumination, grounding, lightning protection, static discharge protection.
It is planned a construction of gas-turbine heat and power plant for the satisfaction of the needs of the new commercial sea port by electric power and by heat.
In the present work were not studied the variants on the construction of the railroad component from the new commercial sea port to Vyshesteblievskaya station with exit to the North-Caucasian railroad and expenses for development of the external railroad access. After resolution of this point there will be determined the portion of each investor in construction and development of railroad component, proportionally to its needs in the railroad transportation.
It is planned to carry out at the subsequent stages of design, after the agreement on the basis of design on location, arrangement and constructions of terminals, getting specifications and requirements:
- the additional working out of the conclusions with the optimization of versions, including the layout of terminals on the stages of construction with the isolation of the launch areas;
- analysis and the selection of the most environmentally safe solutions on the basis of research works, careful study of natural conditions and environmental situation of the area of the construction;
- development according to environment impact assessment procedure of fishery division, with the specification of natural surroundings and volume of possible damage, the compensating measures and their cost;
- the specification of seismicity and other natural surroundings of the region of construction (data on the geodetic, geological, hydrological, hydrometeorological and archaelogical researches);
Fulfillment of this project is in full accordance with strategy of the development of transport complex and communication of Krasnodar area.
The construction of the specialized port complexes in this region will make possible for the Russian Federation not only to solve problems with the development of growing freight traffic, but also to get rid of the multibillion losses, caused by passage of Russian cargo through the ports of the contiguous states.
The results of this work can be considered as one of the attempts at the solution of practical tasks, set before the branch by the program of the revival of sea fleet and ports of the Russian Federation by federal program "Modernization of the transport system of Russia (2002-2010 years)".
The only port, where it is possible to solve this task in all its aspects, is the construction of new commercial sea port, located in the Taman peninsula (Panagiya cape, Tuzla dam and Chushka spit).
Taking into account the importance and urgency of investment project on the construction of new commercial sea port in the Taman peninsula of Krasnodar area in the south of Russia for the development of the economy of area and as a whole of the country, it makes sense to create special economic zone of port type for the effective realization of project.
